I'm a newer member of our local United States Power Squadron. The groups goal is education (and I NEEDED that!)
As part of that goal, they provide classes and vessel checks. The purpose of the checks is to educate. All of the education's ultimate goal is safety. There are NO punitive actions taken based on these vessel checks, no documentation of problems sent to the authorities. You either get a decal indicating you passed, or you don't. The decal doesn't mean you're off-limits to being checked by the authorities, but if you passed the vessel check, yer probably in fairly good shape.

OH, I support this 100%!
As a current member of the Everett Sail and Power Squadron I have the degree of P (pilot) and do carry the burgee and fly it once in a while.
We were stopped by the US Coast Guard on a random search and check. 4 young fellows in uniform and guns borded us.
We received a 100% clean bill from them. If you get one of these it is good for a year. IF we get stopped again all we have to do is produce this slip and we are good to go!
I have to say though, these guys were extremely professional AND friendly. They were very polite. They even told us to keep headed on our way while they checked us and the Coast Guard boat will follow along side! You see we were looking to make it through the Swinomish slough with a fair tide. They seemd to know this and had no desiore to slow us up! I found that extremely considerate of them!
I would welcome another boarding by our boys in orange and white. I learned from them and had a generally very good experience.
Two thumbs up ofr the USPS and Coast Guard Auxiliary. The better educated we all are about boating the safer we all are!
