Upgrades, about registration and more

Greetings Chrysler Sailors,
I've upgraded the discussion forum to PhpBB version 3.2.11. My goal is to keep pushing that onwards toward version 3.3.11 -- most recent version. See new announcements. Also, the registration process is still prone to spambots so I'm having to start and stop that until I see a way to reliably enable on a fulltime basis.
