Headsail Problems

Hi all,
This has been my first season with my C-20. I've had a great time with it so far and couldn't be happier with my investment. The only large problem I've run into is that the genoa doesn't seem to be the right size. It seems to be significantly newer than the mainsail so I don't think it is original. The headsail luffs on any point of sail more into the wind then a beam reach. There is just to much belly in this sail. Is this a normal condition of a genoa? Do I need to just get different headsail for upwind sailing?
