While doing a Google search I encountered this Craigslist ad for a boat very like the LS-13, but it has a centerboard and a full hull liner. It is listed as a 14 footer, but that isn't confirmed.

Reminds me of the older Holder 14' Vagabond, but the hand holds rule those out..pretty little thing..
