Keel stuck up!!!!!!!

My swing keel on my C-26 is stuck in the up position, and the cable is broken, and the boat is in the water . Does anybody have any helpful ideas as to how I can fix this ? Is it safe to sail with the keelall the way up?

You can sail the 26 in lighter air with the keel up, I do with EE all the time. However if that keel comes loose and slams down ...you risk a hole being blown in the back of the keel trunk at worst and at best a crack there...
Afraid that fix is safest handled with the boat hauled and on stands..and nobody under that heavy chunk of metal when prying it loose too

Ya Never Know's keel was stuckup when we purchased her, although the pennant didn't break until we had her on land and freed the keel.
Sailing with the keel up becomes quite an adventure in anything more than light winds. (think horse breaking).
