my c 22 has a rubber water tank is there a safe way to clean it and is there any hope of using it for drinking water

I would first confirm it is indeed for fresh drinking water.
If so, you can rinse it thoroughly and use some chemical purifier in it. Usually a very diluted bleach. Poke around some camping stores and you will find packets just for this!

thanks scott, i believe this is the bladder that came with the boat, iplan on usin it for showers but my nervous 1st mate wants it clean ,, just in case
