I went through a similar situation with my Cal 25 , although mine wasn't documented, there was no title. It turned out the person I bought the boat from never transferred the title when he bought it. With the help of the WI DNR I was able to find out who the title holder was and that there was a lean holder on the title also. After 6 240 mile round trip drives to the closest WI DNR to me, several certified letters to people who no longer lived at the address on the title, WI issued me a new title. Lesson learned.
Although I do have to give credit to the ladies at the Eau Claire DNR office. They were very helpful and went out of their way to help me with this.

Colorado is simple compared to all that. Got the boat abandoned at a storage facility. Bill of sale, no title. Colorado doesn't care they don't title boats, only the trailers. They checked the HIN and issued me a colorado number. The trailer didn't have a VIN plate. Colorado Highway Patrol verified the plate was missing and they issued me a new CO VIN number.
