If I read right, the state owns/operates the marina as part of a state lake, and Moothart leases the marina from the state, operating it on behalf of the state ?

Moothart is losing the lease due to poor management, is having a bit of the tantrums and trying to empty the marina, but the state is saying "not so fast" because it's our marina not yours ? And that if Moothart does evict owners and shut down the marina, he's in breach of his contract to operate the marina thru Dec 1st.

So it looks like the state is taking up the boat owners' case to some degree ?

Moothart owens the marina but the state owens the water and land. The marina is run down. And he does not do any up keep at all on the docks. He is tacking it out on the boats owners by telling them thay have to take all boats off the lake. There is no way that all the houseboats can be pulled of the lake by Aug. 1st. The state has filed a law suit against Moothart for breach of contract.
