I'm gonna guess a raft with plastic barrels as floats underneath. Final answer.

It was 25 degrees this morning.
Glad I started winterizing last weekend.

Yes that is a dock with extendable legs to the bottom and in Hurricane Irene the water was up 10 feet and when it went down the legs got washed and tipped the dock up at about 60 degrees.
