So what happens if you soak wool with west system resin without hardener? Will the wood become more "structural" what I'm thinking is that some of the wood that is embedded for backing may benefit if I can soak it with resin? Any thoughts on this? I'm going to take piece of scrap, drill a hole and fill it and see, I hope to be able to get to it this weekend....

you'll still need some hardener for the resin to 'go off' (harden). Pre-treating with resin on older wood that is porous and then applying resin mixed with hardener is a common way to strengthen wood that has lost its' strength due to weathering. My tiller was a basket case when I got the boat so I did this to it, wrapping it with plastic wrap to contain the resin until it hardened. End result after some sanding and 5 coats of varnish is quite nice, imho!
