Flotation

Recently acquired a much abused 1974 C-22 Sandpiper. The foam beneath the
sliding galley bulkhead is comprimised. My inclination is to cut out the top,
replace the foam and reseal. Any thoughts and advice would be greatly
appreciated before I make a major mistake.

IMO not sure I'd replace the foam. If it's a sealed compartment that should be sufficient as a "safety measure". Closed cell foam will be very expensive and open cell will just become water logged again.

the foam is probably compromised because the toe rail leaks. I'd address that issue first.
