Fuel lock "repaired" - thoughts?

Hey all! Tim here. Just got back from a visit to the boat. This looks bad doesn't it? Someone, at some point seems to have "repaired" the floor of the fuel locker...

Looks like Bondo for autos...wonder why it needed repair???

I am not sure. It was in the water in a slip all summer and both times I went to look at it there was no water in the boat. Also, after sailing it home, still no water. I am wondering how bad it is under all that.... my current plan is to plug the scuppers and fill the fuel locker with water, then crawl in the coffin and watch. If it doesnt leak, then I will leave it alone.
