C22 Rudder Cleat?

I recently purchase a 1976 Chrysler 22 and through a few outings I'm learning a couple things I'd like to upgrade. The first thing I would love to upgrade or fix is the raising and lowering of the rudder. Right now, the two ropes for raising and lowering come out of the end of the tiller and you have to tie them around the tiller to keep the position of the rudder. If I don't tie it well it will float up, etc. Is there a solutions for this? Could I use a cleat either mounted on the tiller or mounted on right behind the tiller on the boat itself? Would a pulley system mounted somewhere help in the effort? I'm a total newbie on this sailboat so any suggestions would be great. I really appreciate your help!

Hi - I have two ropes - one for lowering, one for raising, both can be locked on a cleat in the handle - see picture
