You might consider posting pictures and registration numbers for the boat! Someone may recognize it! In Washington, if you have a bill of sale you can request a title. It can take some time though. I mounted a depth finder on a swivel in the companion way on a C22!
I really liked the access as needed! Normally I did not swing it out but when necessary, I could easily!

That was my first thought also.
Fiberglass and youtube!

I've repaired glass damage on a Catamaran I used to have. I believe the repair was stronger than the original glass!

If you are looking for pure manual, there are several hand pumps out there. Even simple kayak pumps. As above you can pump into a bucket and toss into the cockpit of the C22. You could experience a ton of different scenarios in the same water. Generally in the summer winds can get very fickle. Last summer we spent 2.5 weeks in the Saun Juans and Gulf islands and only saw rain on the last day coming home! Other times not so nice. Plan carefully around where you want to be...
