FYI The upper fitting is the locking bolt for the keel, looks like they just sealed it up. Mine was nothing but rust and I removed it. Also the plywood backing in this area was rotted on mine you should check it out as well. No water is good and I have to tell you I was surprised not to see any when...

I scraped mine and still had to sand it to get the remaining primer off completely so once you have gone that far and done all that work painting is really not that much trouble. Well you would have to scrape it off in either case but I think when it is all done you will probably want to paint anyways because the scaping will do some damage to the gel coat.
